The Executive Council

The Executive Council of Dubai was established in February 2003 to manage all strategic government affairs of the Emirate of Dubai. Chaired by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE, the Council formulates and implements public policies, approves strategic plans, and oversees government performance to align with Dubai’s strategic vision. The Council also supervises government projects, financial policies, and institutional frameworks while collaborating with federal and local entities to drive Dubai’s progress and maintain its global standing. The Executive Council's Powers Include:

Approving strategic plans, policies, initiatives, and projects that support the emirate’s overarching directions and policies across all sectors

Setting the annual agenda and periodically following up on its implementation

Approving the government's general financial policy and supervising its implementation

Approving proposals and recommendations related to the implementation of policies, plans, initiatives, and projects that support Dubai’s overarching directions and policies, and directing to conduct studies on federal and local legislations that have a strategic impact on the emirate

Ensuring the development and improvement of overall government performance and raising performance levels across various sectors

Monitoring global competitiveness indicators related to the emirate and developing the necessary plans and programs to enhance the emirate’s global standing

Ensuring the application of modern management concepts within the government through the management of programs aimed at achieving and enhancing excellence, leadership, and innovation in government performance, and honoring outstanding achievements

Approving programs aimed at enhancing leadership in government services, improving their efficiency and quality according to the best global standards and practices

Following up on the performance of projects and initiatives approved by the Government of Dubai

Guiding government entities on best measures to improve the efficiency and effectiveness of financial management and applying appropriate solutions to strengthen it

Determining spending on initiatives and projects from the approved general budget of the Government of Dubai in line with the emirate’s priorities, plans, initiatives, and approved projects

Approving rigorous and transparent governance frameworks based on performance and achieving positive impact, and following up on their implementation within government entities

Approving the establishment, organization, and reorganization of government entities before submitting them to His Highness the Ruler of Dubai for final approval

Preparing and enhancing legislative and regulatory frameworks related to strategic sectors that attract and stimulate Dubai’s leadership locally, regionally, and globally

Enhancing the role of the government and its entities as enablers, catalysts, and supporters of various strategic sectors, and ensuring the participation of all relevant sectors in a manner consistent with the requirements for achieving and implementing the emirate’s strategic plan

Establishing regulatory frameworks for the governance of public institutions operating on commercial bases, as well as government-owned companies or those owned by government entities, to ensure the achievement of their objectives

Cooperating and coordinating with the federal government and local governments in the UAE in a manner that serves the overarching directions of the UAE and the Emirate of Dubai
