Participatory Budget

Dubai’s participatory budgeting process is guided by clear e-participation principles and a structured platform where community members can actively engage in decision-making. Participants register on 04 platform, review budget information on the website of Department of Finance, develop and submit proposals aligned with the entity's goals, and provide feedback. The process emphasizes inclusivity, transparency, clear criteria, and ongoing communication, ensuring that all voices are heard and resources are allocated in response to evolving community needs.

Budget Cycle

January - February

Preparing the Fiscal and economic outlook for the coming budget year (MTFF).

March - April

Preparing three years plan of expenditures for the budget year (MTEF) and revenue estimates.

May - June

Present the result of the studies to Supreme Fiscal Committee.

July - August

All government departments start to prepare their detailed budget per to DOF circular.

September - October

The entities submit their budget proposal to Department of Finance in order to analyze and negotiate their detail plans for the coming year.

November

Present the outcome to Supreme Fiscal Committee and prepare the final report of the budget.

December

Present the final budget plan to be approved by his Highness the ruler of Dubai. DOF announce the budget to the public.
